The committee also says that local authorities and housing associations must be free to build substantial numbers of homes for rent and for sale.<\/p>\n<h3><b><\/b><\/h3>\n<h3><b>Home Building<\/b><\/h3>\n<p>In its report,<span>\u00a0<\/span><a href=\"http:\/\/www.publications.parliament.uk\/pa\/ld201617\/ldselect\/ldeconaf\/20\/2002.htm\">Building More Homes<\/a>, the committee says that the government\u2019s housing policy isn\u2019t working. The target does not meet the demand for new homes or moderate the rate of house price increases. Restrictions on local authorities\u2019 access to funding prevent the development of enough social housing.<\/p>\n<p>The report says that in a functioning market, the private sector, housing associations and local authorities would be building enough to meet the demand, but they aren\u2019t. Large developers look to profit margins rather than volume, housing associations face loss of revenue due to Government policy on social rents and local authorities aren\u2019t able to finance large housebuilding programmes.<\/p>\n<h3><b><\/b><\/h3>\n<h3><b>Reduced Supplies<\/b><\/h3>\n<p>The report also adds that frequent changes to tax rules and subsidies for house purchases \u2013 such as the extension of Right to Buy \u2013 reduce the supply of homes for people who need low cost rental accommodation.<\/p>\n<p>Lord Hollick, committee chairman, said: \u201cWe are facing an acute housing crisis with home ownership \u2013 and increasingly renting \u2013 being simply unaffordable for a great many people.<\/p>\n<p>\u201cThe only way to address this is to increase supply. The country needs to build 300,000 homes a year for the foreseeable future. The private sector alone cannot deliver that. We need local government and housing associations to get back into the business of building.<\/p>\n<h3><b><\/b><\/h3>\n<h3><b>House Building<\/b><\/h3>\n<p>\u201cLocal authorities are keen to meet this challenge but they do not have the funds or the ability to borrow to embark on a major programme to build new social homes.
